About the Lost Jitte: if you have already declared blockers then it doesn't matter if Charlie makes it that your creature can't block this turn. It's already blocking, and the ability doesn't make it as if the creature isn't blocking any more. The ability basically says: "This creature can't be assigned as a blocker for the remainder of this turn". But the creature is already blocking, you're not assigning it again as a blocker. Charlie would need to anticipate which creature you're going to assign as a blocker and use this ability in the declare attackers-phase.

The game checks for legal blocking targets the moment the player with priority chooses who they want to block, and doesn't do so again during combat. If you want to make something unblockable, have menace, etc then the last chance you have to do that is during the declare attackers step. Edit: there is a neat trick you can use to exploit this with things that would remove your creature from combat such as untapping. You can declare one of your creatures as a blocker and then untap them which will take them out of combat, but still blocks the damage as the damage was already declared as blocked. It's really weird and counter intuitive part of combat.
You’re right about the timing on making a creature unable to block, but your edit about untapping a creature is mostly incorrect. Declaring a blocker and then flickering your blocker or sacrificing it would remove it from combat and the attacker would remain blocked. Using a spell/ability that untaps your blocker or their attacker such as kiora’s follower would have no effect on combat.
