I like to think that Garp's Narcolepsy actually started out as a ruse to allow Roger to escape marine capture during situations where Roger helped saved an island from a worse pirate (ala Luffy and Crocodile, or Luffy and Doflamingo), much like Fujitora used the "we will let fate decide" excuse at the end of Dressrosa.
what if laughtales requirement to open is to have a tale that can make "new character" laugh with your journey to the island. So the people with bad intentions don't get it which makes sense since roger wasn't worried about evil characters getting it and announced it to everyone.

One thing I find interesting about Luffy that differs from Roger is how luffy is slowly but surely uniting the whole world. No Marine would doubt a high ranking strong Marine like Garp raising a child, but they would have hunted every child related to any member of Roger Pirates, especially his First Mate. So placing Ace in Garp's care was good decision.
