Search the stats, hardly 2% Korean men have undergone surgery compared to 22% women. China on the other hand isn't known for surgeries. Also, the countries with highest per capita plastic surgery are Brazil, Germany, Italy, Columbia and Argentina, not Korea. Korea gets a bad rep because it has the world's nest surgeons and so people from all over Asia and the world go there for surgeries.
