@@WeJustClickme it’s worked for me. I’ve done it several times on big projects with several layers. Yes the layers are still there, but some how hiding them all before saving does reduce the file size.
The point is to keep the layers and make it smaller to be send to client or to make more space on your computer. If u made it jpeg u cant edit it anymore

Hiding all the layers before saving also helps reduce the file size.

It's much better to just save the PSD without previewing than to hide all the layers.
