I'd say that if you have the foundations of singing it's going to be easier for you to learn to scream than someone without that same training. But I wouldn't say either is necessary harder than the other- in fact I think each has their own set of challenges. For screaming it's placing the sensation in your chest well depending on the scream you're after- and with singing it's avoiding that urge to use your throat to change pitch
