Can I make right turn at 4:54 without stopping on red traffic light? After yielding to oncoming traffic and pedestrians

I just came across this video, my test is tmrw, but assuming there is no "no turn on red" sign you may turn right on red but only after you fully stop and shoulder check both sides.
