I think Kilwog is kinda against sharing his technology. A couple of years earlier he helped develop the Rocket Red suits for the Soviet Union (he thought the Soviet Union was like his homeworld), but then became disillusioned with the reality of their government and soon regretted giving them that tech. Though this did introduce RR#4 Dimitri which joined the Justice League and he is a great character!

Did anyone else think that when Michael Rooker was cast in The Suicide Squad and saw some pictures of him in costume that he was playing Snowflame? He would be perfect and considering Gunn likes to use obscure characters like the Guardians of the Galaxy, Polka Dot Man, and Arm Fall Out Boy it would make a lot of sense.

*Edit* Also, as an old school Japanese toy fan that robot really is blatantly influenced by very common design elements from the seventies and eighties. It wasn't as common to see them in America, but Soltron would fit in perfectly alongside them.
*Edit Edit* Also, just because you have a self repairing robot doesn't mean you have every branch of the tech tree at the same level. Buying another technology you either skipped or haven't researched the path for is just efficient and can unlock related designs.

Technically, the "Gotta Catch 'em All" slogan isn't used in Japan, and was invented purely for the English market. The Japanese equivalent was simply "Get Pokemon!".
