It’s really hard to argue against industrial policy, especially in the middle of a presidential campaign, without sounding like the Grinch. Foxconn told Trump what he wanted to hear - he wasn’t smart enough to figure out it wouldn’t work. it didn’t work because Wisconsin wages and productivity didn’t allow Foxconn to replicate in America what it had in China. If the economics for Microsoft don’t line up as well, it, too, will leave Wisconsin. Foxconn itself is now leaving China, too, for Vietnam.
