    Turning off railways means troops won't be using it but the railway will be there

    this is how i do it:
    1. turn oil 0%
    2. turn metal 0%
    3. sell metal for wood at 1:2 - 1:4 ratio && buy coal cheaply
    4. build workshops at doubles and oil
    5. build lvl 2 barracks at doubles
    6. build harbours at doubles and oil
    7. build rails at dobules and oil
    8. build factories without break or delay to lvl 4, start artillery production as soon as factory 1 is finished (1 factory per double city plus oil should be possible to afford)
    9. aggressively upgrade new expansions, increase resource production, number of factories and spam arti like a king.
    in the case above with a country which has two food doubles, i would choose to have my harbours, rails and factories at a material tile.
    choosing to increase your material (even if it is single) instead of your food will increase your overall ability to expand your infrastructure faster.
    always produce the more expensive material of its class (wheat, iron, oil)
    always buy the cheaper material to increase your overall prosperity (fish, wood, coal & gas)
    never sell or waste any drip of oil, go 0% as much as possible from first second till end. you will never have enough, no matter how much you safe up. even one million oil can go quickly on a 500 map.
    on single tiles build railways only on energy - oil, coal, gas. for every rail on a coal & gas you have another one for free (-500 each, +1000 from rail)
    you will have a hard time affording rails by building them on single tiles of food and material type - you better avoid doing it except material single tiles in the very beginning till 20-40 provinces countrysize.
    it is really hard to build rails on all double- and energy tiles and keeping it running without red numbers, even if your energy sector is maxed out with harbours, rails & factories lvl 4!
    if you still need more material or food, build harbours and factories on single tiles, after doubles and oil are finished.
    push material and oil first, then energy, then food as priority. this priority also goes for double tiles.
    oil determines your fire power and unit production capabilities (factory) - material determines your ability to expand more and continue to do so.
    at certain distance or amount of wars it is better to push fortress first to rise moral fast.
    keep an oil reserve and have more factories than your current oil production can feed if all start unit spam.
    example: your 10 factories produce 10 artillery / day = 20k oil - but you only produce 10k oil a day and have a reserve of 50k
    this means, your factories can produce 10 artillery for 5 days straight till your oil reserve runs dry, even though you only have enough oil production for 5 artillery.
    after day 5 it will continue with 5 artillery / day which equals 10k oil production / day.
    this gives you the ability to stay under radar and very suddenly increase your army, which might happen undetected - which leads to no preparation, countermeasures etc.
    if you start your production of units just before the next "military strength" news article comes and time it so it finishes right after that news is published and a new day starts, your numbers will be very faked and fooling your opponents.
    it also gives you the ability to quickly produce specific units in masses to shift the balance to your advantage by making counter units.
    the size of your army is important,
    your replacement of losses and overall recruitment and production capabilities more so.

    I am fairly sure the percentage is not about resources generated, but instead resources consumed by your cities, so your cities are using oil to supply their energy needs instead of coal. The supply is static based on your provences morale and bonuses to resource production

      Interesting. It makes sense for it to be static, but it also makes sense that a government could prioritize extraction of a particular resource, within the parameters of available resource and manpower. Both explanations make sense. I'd like to see a definitive answer but that might be unlikely

      @@Supremacy1914Universe It's definitely the former. In the example from the video you have 0% on gas, 59% on oil, and 41% on coal. That translates to the energy needs (electricity or whatever) of your country being 59% supplied by oil and 41% on coal. You aren't using any gas for energy, but you also don't have any gas producing provinces, so what you have in your stockpiles is all you get. Therefore, you aren't losing any gas, but you aren't gaining any either. When you up the percentage on the gas, that means you start using gas for your country's energy needs, and since you aren't producing any gas that results in your stockpiles gradually depleting.

      @@tierz7677 Okay, you guys are winning me over. This also helps to explain why, later in the game, the resource dials move in larger increments. There are more territories late in the game, and every movement on the dial represents the resource needs of more territories.

    Good video, thanks. If I have materials (iron mostly), in my 1st factory I build, I try to go asap to level 4. Because I want to put out artilleries faster. And only then build the railway. And one thing you have to take into account is that factories don´t use resources, while railways do as you say, so if you are short on energy, I rather use it for factory IV personally. I don´t know if this is the best way, but is often what I do xD
