And around 2023 the house was gutted again. Looks totally different now plus a large 2 car garage. Was more than 4 years later though. While this episode is from 2019, the remodel appears to be around 2010. Re-release or never aired. Not sure. Gentrification in action. Property has become so valuable in highly sought neighborhoods.

She is exactly right, it is on the professionals to design, plan and build on a budget and to guide the homeowner in that manner.

I've got to disagree, I'm afraid.
The architect, designer and engineer will design to your requirements. They should be able to provide some advice on cost, but that's not their area of knowledge. They're also not involved beyond the initial design stage, so they have no visibility or control over meeting the budget.
The primary person who is responsible for setting a budget and ensuring the project delivers on time and budget is the builder: they are the project manager for the build.
In this case, the mum chose to take on that role herself. She was the one managing the build and bringing in specific trades (such as designer or plasterer) to do specific tasks.
Hiring a builder and / or project manager is expensive. You're not just paying for them to schedule contractors and ensure they deliver on time. You're paying them for their knowledge, experience, and the build-specific know-how they have that ensures that the right things are done.
A great example is the basement windows. The designer put them in the plan because they were existing. The window company would price and install what the builder asked for. In this case, the mother probably didn't realise the need to address them, or why they were an issue that needed attention.
However, there were absolutely failings on the contractors side also. Things like the HVAC, or the way the tile was so high on the bathroom window it prevented the handle from being turned.

As someone whose wife had a stroke during major renovations I can relate to this. Fortunately even though the permits for our work took nearly six months to be approved we finished just prior to her coming home.
It turns out our city is notorious for dragging out approval and permits. Most contractors refuse to work in the city if they know.
One tip to future homeowners, don’t allow demo to start until the permits are approved, even if like my case the renovations are relatively simple. We had nearly six months in a hotel due to the kitchen and both bathrooms ripped out.
