I built my house in the mountains of mid-Appalachia. I elected to go with architectural shingles for the look and the savings, compared to a metal roof (at the time). I cannot imagine putting ANY roof on a house without underlayment and an ice-block. I always insist on TITANIUM or an equivalent synthetic underlayment (The Titanium I put on my roof lasted a full winter, uncovered, without a leak) and a dedicated ice-block product for the eves and soffits. Your roof is what preserves your house. There are houses, left abandoned, that are still standing hundreds of years later because their roofs have not failed.
The contractor subs the job out for cheap, scams the customer, on the warranty , and then calls the government on the customer. That contractor needs to have an "accident."
The original contractor needs to be reported to the government for doing a job without permits. The homeowners need to sue the original contractor for spreading lies about them.

It might of been required, its often the case that if you do certain kinds of work/repairs on a structure that you need to bring up everything surrounding your work up to code. In this case removing the dormers may of required adding the water and ice shield.

Legally they wouldn't be because they brought it to their attention before the end of the warranty period.
They should have kept that big boulder for a landscape feature at the end of the drive.
