I finally finished combining and nailing down my rankings for the full soundtracks of Undertale, Deltarune Chapter 1, and Deltarune Chapter 2.
This is all my subjective opinion and was very, very hard to finalize. Hope you enjoy!

Megalovania may be my favorite song in either of these games but it does overshadow really good ones like battle against a true hero, hopes and dreams, and your best nightmare, just to name a few

This is a weird opinion, but I absolutely love Power of NEO. Like, even more that Battle Against a True Hero or even BIG SHOT. It sounds so panicked and intense, and is, in my opinion, the most fitting song in the entire genocide run

I totally understand this take. I actually really like the melodies in WELCOME TO THE CITY, I just don't care for a lot of the sounds used. It was a little too goofy for me to listen to frequently like a lot of other tracks in this series. But I don't blame those who would rate it a lot higher.

9. Its Raining Somewhere else (the mix of ambient sound and i guess psychadelic jazz is my type of shit)
8. Waterfall (absolutely beautiful track, simple but beautiful)
7. Vs Susie (rock??? By toby fox??? HELL YES)
6. Undertale (genuinely probably the best piece of music Fox has produced, the guitar, flute, the leitmotifs, just beautiful)
5. Hopes and Dreams (no need to explain myself)
4. Finale (I prefer this over Hopes and Dreams any time, mostly because im a horror obsessed lunatic, but gen this track is amazing)
3. Another Medium (hypnotizing, i f-cking love it)
2. Before the Story (Extended version of Premonition, one track i always felt was underappreciated only bc it was so short)
Honarable Mentions: Attack of the Killer Queen, Ruins, Burn in Despair, sans, Nyeh heh heh, Here we Are, Death by Glamour, Lancer, ASGORE, BIG SHOT, The World Revolving, Dont Forget, Spider Dance and Dummy!
1. Spamton and his normal battle theme (BIG SHOT felt a little bit too grand to put on here. Spamton is a fucking awesome track, it never gets old. It is short but its sweet. His battle theme is also top notch.)

Very nice list. I agree with the assessment of Undertale as the best actual piece of music Toby has made. Another Medium in the top 5, as you said, is simply correct. I've also heard several people say they prefer NOW'S YOUR CHANCE TO BE A over BIG SHOT, and I totally respect it, I just like the grandiose and intense feel of the bigger one. And sometimes I do wonder if I'm still not ranking Waterfall and It's Raining Somewhere Else highly enough, especially Waterfall. The concert version of Waterfall is masterful.

Yeah I think that you can argue that Hopes and Dreams/SAVE the World and Undertale are the only songs that are *objectively* great which is why they are so high in almost everyone’s rankings.
Also, I wholeheartedly agree that Megalovania is carried by context and it’s guitar, but also by the memes.
