È il 7 luglio del 1989 quando alla Siric, fabbrica chimica di Rovereto, scoppia un incendio. Muoiono due operai. Si scoprì poi che non c’erano sistemi di sicurezza. Il proprietario della fabbrica a conclusione del processo venne condannato. Ripercorriamo questa vicenda con l'aiuto del sindacalista Franco Ischia.

Purtroppo queste cose succedono ancora morire sul lavoro vergogna totale
Sono passati molti anni, adesso non è più possibile nessuna rivendicazione formale. È per questo che ho raccolto la opportunità offerta da questo video per svelare alcune verità mancanti. Nell'anno 2000 il Comune di Rovereto e la Provincia di Trento mentirono svariate volte a proposito della allora SIRIC. Entrambe le amministrazioni si erano comodamente "dimenticate" del problema SIRIC. Nonostante fossero a conoscenza dell'enorme pericolo che la SIRIC rappresentava sia per l'ambiente che per la sicurezza dei cittadini, queste istituzioni dovettero essere minacciate affinché tornassero ad agire dopo lo stallo giuridico e legale al quale erano giunte. Le priorità legali e burocratiche avevano preso il sopravvento sulla sicurezza pubblica e ambientale. La Pubblica Amministrazione si era fermata davanti ad ostacoli legali nonostante fosse a conoscenza di situazioni di reale pericolo.
Non voglio giudicare, solo voglio constatare che la vicenda SIRIC sofferta da Rovereto, per avere una valenza di insegnamento storico, deve essere valutata nel suo intero contesto.
Quegli stessi Amministratori Pubblici che hanno additato la SIRIC e la sua proprietà, solo pochi anni dopo hanno dimostrato di essere capaci di agire in modo simile a come agiva la proprietà SIRIC; curando solo per i propri interessi, infischiandosene per potenziali conseguenze sulla cittadinanza e sull'ambiente. La sola differenza è che questi Organi Pubblici rappresentavano e rappresentano le forze antagoniste che dovrebbero prevenire che l'azione individuale possa arrecare danno agli altri e all'ambiente.
Quindi, quale è la vera "lezione appresa" dalla vicenda SIRIC e dalle conseguenze sofferte ed evitate?
"Era primavera inoltrata dell'anno 2000, SIRIC l'azienda che era stata di mio padre (Fernando) era ferma da anni. Dopo una lunga lotta legale condotta dalle amministrazioni pubbliche contro questa azienda per consolidate ragioni ambientali e di sicurezza, la situazione da qualche anno era entrata in stallo.
Nei magazzini di questa azienda erano immagazzinate da troppo tempo e senza nessun controllo centinaia di tonnellate di prodotti chimici, alcuni estremamente pericolosi. La qualità dello stoccaggio si stava degradando rapidamente. Esisteva un serissimo rischio che ci fossero pericolosi versamenti oppure, peggio, un incendio o un esplosione che avrebbero messo a rischio sia l´ambiente che le persone che vivevano e lavoravano nelle vicinanze.
Da un lato, l'amministrazione pubblica non si sentiva più responsabile perché aveva esaurito tutte le risorse legali. Dall'altro lato, mio padre, il proprietario, forte di ragioni che non aveva, era insensibile al rischi che lo stato fatiscente dei depositi comportava. Uno stato di stallo con un pericolo reale, una bomba a tempo che doveva essere disinnescata.
Ogni tentativo di convincere mio padre affinché questa situazione di pericolo venisse disinnescata risultò inutile. Anzi, questo aumentò le già difficili relazioni interpersonali. I miei fratelli, senza nessuna competenza specifica, si schierarono in difesa di mio padre perché per loro rappresentava la sicurezza che non erano riusciti a maturare.
Una situazione difficile! Da un lato la fragile coesione familiare e, al lato opposto, persone inconsapevoli ignare che che la struttura pubblica non le stava realmente proteggendo.
Cosa fare? Cosa era veramente importante? Erano più importanti gli interessi di breve termine della famiglia oppure quelli della comunità? La decisione non era facile.
A quel tempo l amministrazione ambientale era affidata alla Protezione Ambiente della Provincia Autonoma di Trento. Chiesi un appuntamento all´ allora dirigente che conoscevo. Venni ricevuto con una certa diffidenza. Non avevo niente di speciale da dire, solo volevo chiedere perché una situazione tanto pericolosa era stata dimenticata. Infatti la mia domanda fu molto semplice:
“È la Provincia di Trento a conoscenza del livello di pericolo che rappresenta la SIRIC in questo momento per la comunità?”
La risposta fu scorante, mi risposero che sapevano della quantità e qualità dei materiali depositati e sospettavano del loro pericolo ma che avevano esaurito tutte le vie legali per poter agire. La parte più sorprendente della risposta fu: “Abbiamo perso davanti alla giustizia troppe volte. Abbiamo timore di perdere ancora.”
Andai all appuntamento con una serie di fotografie recenti il cui significato era inequivocabile. Queste foto indicavano uno stato di grande e imminente pericolo. Il mio messaggio fu molto chiaro. Da quel momento l´ amministrazione pubblica non poteva più nascondersi dietro pretesti legali, doveva agire quanto prima. Se non lo avessero fatto sarebbero passati da potenziali accusatori ad accusati per mia stessa azione.
Fu la mia azione a rimettere in marcia un processo che portò verso una soluzione della situazione di pericolo rappresentata dalla SIRIC.
Avevo fatto il mio dovere verso la società. Lo avevo fatto ad un prezzo per me estremamente elevato. Avevo perso definitivamente la mia famiglia Però ero finalmente tranquillo perché persone inconsapevoli sarebbero state protette in modo adeguato. Almeno avevo fatto tutto quanto era possibile affinché questo potesse succedere.
Nei mesi successivi alla mia azione lessi varie volte nei giornali locali che l´ amministrazione pubblica dichiarava di scoprire nuovi depositi nascosti dentro l´area SIRIC. Non erano dichiarazioni veritiere, le informazioni le avevo date io per assicurarmi che l'azione di messa in sicurezza venisse svolta in modo adeguato. In seguito fui perfino contattato dai consulenti della provincia a cui fornì tutti i possibili dettagli tecnici ed il mio supporto conoscitivo affinché l’ operazione potesse essere svolta correttamente. Alla fine l'area SIRIC fu messa in sicurezza.”
Non rividi mai più i miei genitori che ormai sono morti.
È trascorso un intero anno da quando ho condiviso questo commento e dieci mesi da quando ne ho aggiunto la versione in inglese. Non ho ricevuto alcun commento, né positivo né negativo, nessun "mi piace" e nemmeno un "non mi piace". Questa situazione riflette vividamente come i problemi della società civile nascano dalla profonda indifferenza verso il passato e da una reazione isterica al presente, quando ci rendiamo conto, superficialmente, che potrebbe non convenirci. Avevo riflettuto a lungo prima di pubblicare questi commenti, anticipando possibili reazioni, ma evidentemente mi ero sbagliato. Pare che ormai nessuno viva più il presente in modo consapevole, sulla base di un passato conosciuto, per costruire un futuro migliore. Sembrerebbe che viviamo sempre più nell'effimero, sommersi da un eccesso di notizie poco riflettute. È un vero peccato, perché la città di Rovereto, che ci aveva escluso insieme alla mia famiglia accusandoci di deturpare una società civile che ambiva all'eccellenza, si è poi rivelata un piccolo centro di provincia che cerca solo di sopravvivere alla sua decadenza intellettuale.

Many years have passed, and now there can be no formal claims. That is why I have seized the opportunity offered by this video to reveal some missing truths. In the year 2000, the Municipality of Rovereto and the Province of Trento lied repeatedly about the then-SIRIC. Both administrations conveniently "forgot" about the SIRIC problem. Despite being aware of the enormous danger that the SIRIC represented both to the environment and to the safety of citizens, these institutions had to be threatened before they would act again after the legal and bureaucratic deadlock they had reached. Legal and bureaucratic priorities had taken precedence over public and environmental safety. The Public Administration had stopped at legal obstacles despite being aware of real danger.
I do not wish to judge; I only want to note that the SIRIC affair suffered by Rovereto, to have historical value as a teaching experience, must be evaluated in its entire context.
Those same public administrators who pointed the finger at the SIRIC and its ownership, only a few years later, showed themselves capable of acting similarly to how the SIRIC ownership acted, only caring for their own interests and disregarding potential consequences for citizens and the environment. The only difference is that these public bodies represented and represent the opposing forces that should prevent individual action from causing harm to others and the environment.
So, what is the true "lesson learned" from the SIRIC affair and the suffered and avoided consequences?
It was late spring in the year 2000 when SIRIC, the company that had belonged to my father Fernando, had been at a standstill for years. After a long legal battle conducted by public administrations against this company for consolidated environmental and safety reasons, the situation had been at a standstill for some years.
In the warehouses of this company, hundreds of tons of chemicals, some extremely dangerous, had been stored for too long and without any control. The quality of the storage was rapidly deteriorating. There was a serious risk of dangerous spills or, worse, a fire or explosion that would have endangered both the environment and the people who lived and worked nearby.
On the one hand, the public administration no longer felt responsible because it had exhausted all legal resources. On the other hand, my father, the owner, insensitive to the risks that the dilapidated state of the deposits posed, was adamant for reasons he did not have. A state of standstill with a real danger, a time bomb that had to be defused.
Every attempt to convince my father to defuse this dangerous situation was futile. On the contrary, this exacerbated the already difficult interpersonal relationships. My siblings, without any specific competence, sided with my father because he represented the security they had failed to achieve.
A difficult situation! On the one hand, fragile family cohesion, and on the other hand, unsuspecting people who were unaware that the public structure was not really protecting them.
What to do? What was truly important? Were the short-term interests of the family more important than those of the community? The decision was not easy.
At that time, environmental administration was entrusted to the Environmental Protection of the Autonomous Province of Trento. I asked for an appointment with the then-manager I knew. I was received with some distrust. I had nothing special to say, I just wanted to ask why such a dangerous situation had been forgotten. In fact, my question was very simple:
"Is the Province of Trento aware of the level of danger that SIRIC represents at this moment for the community?"
The answer was discouraging. They told me they knew about the quantity and quality of the materials deposited and suspected their danger but had exhausted all legal avenues to act. The most surprising part of the answer was: "We have lost too many times in front of justice. We are afraid of losing again."
I went to the appointment with a series of recent photographs whose meaning was unequivocal. These photos indicated a state of great and imminent danger. My message was very clear. From that moment on, the public administration could no longer hide behind legal pretexts, it had to act as soon as possible. If they had not done so, they would have gone from potential accusers to accused for my own action.
It was my action that restarted a process that led to a solution of the dangerous situation represented by SIRIC.
I had done my duty to society. I had done it at an extremely high price for me. I had definitively lost my family. But I was finally at peace because unsuspecting people would be adequately protected. At least I had done everything possible to make this happen.
In the months following my action, I read several times in local newspapers that the public administration declared to discover new deposits hidden within the SIRIC area. They were not truthful statements; I had provided the information to ensure that the safety operation was carried out properly. Later, I was even contacted by the province's consultants to provide them with all possible technical details and my knowledge support so that the operation could be carried out correctly. In the end, the SIRIC area was secured."
I never saw my parents again...
A whole year has passed since I shared this comment, and ten months since I added its English version. I have received no comments, neither positive nor negative, no "likes," and not even a "dislike." This situation vividly reflects how the issues of civil society stem from a profound indifference to the past and a hysterical reaction to the present, when we superficially realize that it might not be to our advantage. I had pondered long before posting these comments, anticipating possible reactions, but it appears I was mistaken. It seems that no one anymore consciously lives in the present, informed by a known past, to build a better future. We appear to live increasingly in the ephemeral, overwhelmed by an excess of unreflected news. It's a real shame because the city of Rovereto, which had ostracized us along with my family, accusing us of marring a civil society that aspired to excellence, has since revealed itself to be just a small provincial center trying to survive its intellectual decline.
