Reminder: it can also be caused by a Microsoft patch, which if in Safe mode, remove the latest Feature or Quality update, this will help and if get into windows after removing, go to start menu > settings > update and Security, check previous updates and make note of them, if can update one at a time, this will identify the bad patch
