You are a legend. This setting was way off hidden from a usability standpoint. It was already a weird option to have this LEDs work while the PC is shut down. To hide the option behind a mouse and keyboard icon and not the overall lightning effect settings is just infuriating.

    Nice one!
The Armoury Crate is great, in theory, and the interface looks lovely, but ASUS are really terrible with software, naming, and options.
I reinstalled Armoury Crate yesterday because the old version made my mouse really stuttery after a Windows update, and so I had this exact same lighting problem, again!
I went into the BIOS and turned off the lights, and it did nothing! Lights were still on when I shut down the PC. Whoever thought this was a smart idea needs their head checked. Especially the decision to set rainbow as the default setting. WTF?
I assume that the Armoury Crate just overwrites the BIOS setting as soon as the PC restarts again, so you _have_ to do it this way.
    Idiots!

Also, as an aside, you have confirmed for me a feature of the armory crate that had been bothering me for a long while. The app's switches had either an "on" or "off" label on them. If a switch was labelled "on", I was not sure whether that word referred to the current on state of the system, or whether the system was actually off and that was the "on" switch. Now, I know from your example. :-)

Funny how those manufacturers call it aRGB, while they only offer a select possibilities in their software. Thought the "a" in aRGB stood for adressable, meaning that you as user is able to assign color and effect to one single led as you like.

I don't have the "shutdown effect" option (ASUS ROG STRIX B550-A GAMING). My PC sometimes stays lit up and fans are spinning after turning the PC off. Anyone knows what might be the issue.

All you have to do is touch the 2 pins together that are for the power switch on the mainboard header. It'll be marked on the boards PCB and also shown in the manual.
