Everyone are confused because they don't know those words even they're native.
Remember, we are learning Filipino language not tagalog (mostly people living in capital) so we,'re likely to speak common and loan words. And English.
We should sometimes wonder the translation of some english words we aren't know it helps.

Elizabeth william there's so many different dialects that stem from the Philippines and he is fluent in illocano, not Tagalog.

he is not totally fluent in tagalog but he can speak tagalog.
because his language, Ilocano, is as different from Tagalog as French is from English
he can understand but not speak totally
however he is fluent in ilokano
