The cops 👮 they didn’t want to lose the suspects so they had to map cheat
HyperNick they probably were heading to the destination far away and they saw Buggs in the bushes
They were pulling into the place and saw him run off, and then a cop followed him in his car. If they did cheat, they would've seen him anyway.
3 cops cars have clear field of view on him. Of course they knew he was there.

Why don't they just say they have a prescription for window tint? They seem to be using California laws and Assembly Bill 1303 which allows window tinting on the windshield, side or rear windows of a car if a licensed dermatologist certifies that a person should not be exposed to UV rays because of a medical condition.
