It doesn't matter where they are made. It depends on artisans and quality inspection. My family and I have bought 2 kislux bags in the past 3 years and I'm sure you won't be disappointed!
Mine (authentic) also has a smell inside! I don't know what's going on because none of my other products have the smell of the kislux bag. Called LV and they said it is normal and I can wipe the inside with a damp cloth. I thought the lining was suede but it's actually microfiber so I'm going to look for ways to remove the microfiber smell because the smell is keeping me from using it often.
I am in the market for a new personal item sized backpack atm. But I want to count some of the budget European, Asian, Australian airlines as well. So around 17"x12"x8" is the size I am after. I am down to 2: Osprey Daylight expandable 26+6L and Tortuga Daypack pro 21L Probably I'll go with the Osprey 26+6 as I came across a few posts online people uploading pictures to forums with their experience it seems like it fits into all the sizer bins and then you can expand it essentially to a carry-on size if need be. Sounds good enough to me. See if it something you or others can utilize as well, wanted to share what I've came up with so far.
