So I was trying broken weapons on x 1k servers and found out a few things, brass beast makes you a legit sentry. The gru makes you sanic, the Dolokas bar makes you crazy tanky with hp, the fists of steel make you almost invincible to anything but melee, and the the atomizer is well, the atomizer
Anything less than 1 would just be stupid though. All the stats would get smaller, so you turn almost every weapon into stock with nothing wacky. At x0.1 a 20% damage bonus becomes 2%, 30% fire speed penalty becomes 3%, etc.
Subtracting would be nothing weird either, and if you subtracted too much everything would just have negative stats and it would be terrible. What might be interesting is a * -1, which would invert all of the stats. Again nothing crazy here, but it would be more interesting than the other suggestions. You'd get a lot of just plain stupid weapons; like how the direct hit would become a weak and incredibly slow moving rocket but one that has a very large blast radius. Some would get interesting though. The brass beast would become weaker than stock, but spin up stupidly fast and let you move really fast with it spun up, probably faster than heavy can walk normally.
