On top of that his free ki flow at all times is set at one rate. In order for him to be stronger later needs to train. The idea is he can sustain SSJ1 forever just by his legendary ki influx. Meaning the stamina burn is largely mitigated. Not that he just grows in power. Anything past that is on his training to sustain.
