The exact timeline of the movie, being noncanon, is hard to place, but in terms of abilities it was set at the time when Gohan would have just been training with the Supreme Kai to gain his Ultimate State. And that Gohan, capable of helping/battling Buu and still above Cell who himself was like 100x stronger than Frieza before Super, could have easily punched Frieza into dust.
Gohan's lucky he didn't have to fight "The Dictator", though...
I mean, not really. Considering how much stronger Gohan was than Frieza, it was probably more of a Saitama moment than anything. I mean, we're talking people that are strong enough to destroy solar systems, and Frieza was only star level in terms of what he could destroy based on the power levels at that point in the series.
