It sounds like there was a couple of missed opportunities in the manga. It could have been nice if Red befriended a Voltorb and later the Voltorb saves him by using Explosion on Lt. Surge and Electabuzz. In the gym battle, I wish we could have learned about Lt. Surge's past a bit more. I would have loved to see how this army vet became jaded from the war and eventually decide to become a criminal.
Well, he's American, anyway. We don't know if he's specifically Unovan, though. Remember, Unova isn't the US, it's just New York City and the surrounding area. He could be Orrian (if you interpret Orre as being in the southwest US geographically. Personally I tend to place Orre more in Hiroshima due to its backstory but Orre is really the only major region without a confirmed real-life geographical equivalent).

Great idea but there will always be missed opportunities that we realise later down the line.
I always thought Surge was based off of Guile from Street Fighter
I remember thinking he was apart of team rocket or something when I watched his episode as a kid
