I'm playing on HARD, like I did in the Japanese playthrough. When you just start the game you cannot choose a higher difficulty, so I started with that.

So if this is the mission the fleet warps to after 137, can you progress the story by only completing this one or are the ??? missions unlocked in sequential order?

Nope, you have to beat all 6 ???, you don't have to do it in sequential order though.
