During the Black September civil war that lasted approximately 10 months in 1970-1971, the PLO reported 25,000 civilian casualties among the Palestinians at the hands of the Jordanians. After the fighting, the true number proved to be approximately 2,500. No reason not to believe that the same pattern exists today.
A more recent example would be jenin in 2002. The claim was over a thousand casualties but in the end the figure was just over 50 and all were terrorists

Elections will take some time to organize and execute. The US has the long-standing practice of putting in power their own APPOINTEES. It's not Democratic and this is not a Democracy, but no one really criticizes the US when they violate the Democratic process in foreign countries. The facts are that Gaza would need any government UNTIL elections are held and results are provided, so Israel can either provide this itself, or you can ask for a US appointee to hold office for a full government term (as they have done by now, for example in Afghanistan and Iraq).
1. If Israel chooses to step in charge until elections, when these elections would be held?
2. If Israel chooses not to step in charge but rather to uphold long-standing practices of violating the sovereignty of a country by personally appointing a head of state, who would you ask to step up as the Unelected Officials - a US appointee, or the West Bank Palestinian government (this is only in case that voting in Gaza doesn't matter)?
