If it is power tailgate it could be misaligned or motor could be weak or something blocking it from opening all the way. Somebody will have to take a look at what is going on
No, there is no breaker switch. You would need to manually pull out the fuse and look at the little metal prong inside it to see if the connection is burnt/broken. If you are unable to tell if the fuse is burnt/broken, swap it out with another similar amp (number) fuse and see if your problem is fixed.
@@chrisfarmer4250 it's 44. He was looking on the right side of the fuse diagram under the lid, which is for a diesel truck. The gas engine trucks use the left side.

You cal Also open Manually from the inside. Pull the inside panels off and on the right side of the actuator is a release lever. Push and it'll open.

What about if it opens a little but not all the way? Mine will open up about a foot and then close itself

I replaced the actuator and it still doesn't open so it has to be relay fuse right
Yes it could be fuse or it could be power switch as well. Check both

What if the window opens and lifted won’t open
most likely power button is the problem or the corroded power button connector, I had that issue on 2 Tahoe's.
