My take: Pull for Jane if you do NOT have a DPS for your 2nd team. (By now you should have a decent Team 1) Pull for Ceasar ONLY if you're lacking a Support/Stunner and not yet completed or farmed end game contents such as Hollow Zero/Shiyu Defense. Otherwise, pull for both if you're a whale or have huge amount of resources.

Can't go wrong with neither of them. Caesar gonna edge slightly if you have skill issue. She's like Zhongli.
I'd pull the one you find hottest.
