About the Program
This presentation will cover issues related to representing veterans and military defendants in criminal cases, with a focus on the Veteran’s Treatment Court (VTC) and Military Diversion.
About the Speakers
Tressa Huber has served as a Deputy Public Defender with the San Diego County Public Defender’s Office since 2011. Ms. Huber is the Assistant Supervisor of the Collaborative Courts Team and is the assigned attorney for Veterans Treatment Court (VTC) and Reentry Court. She also co-chairs the office’s Legal Intern program.
Jerrica Phillips started her legal career as a Deputy District Attorney in Weld County, Colorado, where she tried over 30 cases to verdict, including DUIs, domestic violence, sex crimes, and homicide. She has been a prosecutor with the San Diego City Attorney’s Office since 2018. She is currently working in the Neighborhood Justice and Collaborative Courts unit.
Joseph Raskin has been with the San Diego City Attorney’s office since 2019, after 19 years in private practice. He has tried cases in the general trial, Domestic Violence, and Special Prosecutions Units. He represented the People in the downtown Military Diversion Court for over three years. He was a Navy Special Operations Officer (EOD) and received combat decorations in Operation Desert Storm. He retired from the Navy Reserve in 2014 as a Commander.
