We leave the water running the entire inspection. This helps find leaks at the drain pipes and the faucet knobs
I once left a sink running while I was out of the bathroom doing other inspection tasks. Yeah. Won't ever do that again.
What about sink shut offs?
They should be there.
Should the toilet be caulked around the base?
Could. I like to see that in the front, with about 10% of the circumference left open in order to allow toilet wax ring leaks to be conspicuous on the bathroom floor (behind the toilet base).
