Because it doesn't need to. All modern high speed trains that still use concentrated power cars have high-voltage cables that run the length of the trainset to connect the two power cars electrically.
IIRC having both pantographs up causes the wires to vibrate too much when the trains are running at high speed, something discovered during tests of the TGV.

They'll probably be used to test the new electrical system
The delay for the old acelas retirement is a good thing in my opinion because we have a bit more time to watch them race past at 150mph
they should electrify and run the old Acelas up and down the NEC from Boston --> Canada and from DC --> Florida
