Command Block:
/give @p command_block
Crossbow command:
/give @p minecraft:crossbow{display:{Name:"{\"text\":\"Sonic Boom\",\"italic\":false,\"bold\":true}"},Unbreakable:100,Enchantments:[{id:unbreaking,lvl:1000},{id:mending,lvl:1000},{id:piercing,lvl:1000},{id:quick_charge,lvl:5}]} 1
Sonic Boom command (in command block) :
execute at @e[type=firework_rocket] run particle minecraft:sonic_boom ~ ~ ~ 0 0 0 10 10

for the arrow one, you can use an nbt tag, because arrows have a special nbt tag named inGround. you could chnge the command to: execute at @e[type=arrow, nbt={"inGround":0b}] run particle minecraft:sonic_boom ~ ~ ~ 0 0 0 10 10
