You can experiment to get different colours. (I play on bedrock, so I don't know if it's on Java too, you can try if you're on bedrock)

Have you used the exact same command along with the numbers? Make sure to place the command in a repeater, works best that way if you want to make it last forever.

Riptide doesn't work with particles, only real rain. The raincloud you saw is fake and made of particles, but it's still pretty cool.
