Gran Turismo 3 had you drive a Miata on Trial Mountain for a license test, it was pretty hard because if you slowed down too much or made a mistake, the car would take 3-5 business days to get back up to speed
I started simming with NR2003 and in Nascar momentum is everything. There's no hard braking into the corner and such but the pedals are there for mostly steering: more gas->more understeer, less gas->less understeer and you usually gain by keeping the speed up and the balance mid-corner. Rather than using aggressive inputs you drive like you're on ice.
What's wrong with semi-slicks? They are perfectly road legal, and anyone seeking to get the maximum potential out of driving fast irl will be running them. If I was to regularly track/togue a car irl it would most likely be running Pilot cup 2s or AD08RSs. It's not like they are much more expensive than normal summer tires. My Michelin F1 eagle asymmetric 6 cost 85 euros per tire, an AD08RS costs 112 euros per tire. 120 more per set is not much when you're trying to go fast. Don't know why you'd chose to run on the slower tire, you might as well run on all-seasons, winters or spares at that point. Besides selecting "street" tires on Assetto could mean you're running Asymmetric 6s, Pilot sport 4Ss or some no name LingLongs from China

You should have to steer the car very little for most corners apart from hairpins, if your car is setup right and you know it's momentum shift, you use the brakes and a little steering input to rotate the car into the slip angle of your tires on entry and on the apex blend your brakes and throttle, then on exit use power to get into the slip angle again, if you do it right you shouldn't leave slip mid corner and you should apex the corner, the blending is similar to trail breaking but keeps you in the slip angle, if you find yourself going wide on the exit you carried to much speed into the corner, you can fix you line mid corner but you get a pretty average exit
Wow I was doing that in my beat 07 i4 Camry downhill and I agree it works, but irl you get to feel the car much better it will tell you what it likes vs what it dosnt

slow in fast out is literally just a late apex that's what it actually is. if your car doesn't have lots of power you'd want to have a more traditional racing line to maintain as much speed as possible. while a more high powered car, which may not perform very well in the corners would be better off braking early and taking a late apex to point the car more quickly round the corner and getting on the power earlier which makes up for the slower entry speed. momentum driving isn't really a thing every driver does it, its just about maintaining a high speed through the corners at max grip ,which you'd hope every decent driver would be doing.

The only way to know for sure if it's the limitations of the car or just the skill of your opponents is to hotlap them yourself. If you are lapping 4 seconds faster in one then you know that the driver skill will have no impact. This brings me to the next factor - Mod accuracy. You can never get a mod to be a 1:1 of a cars real potential, that goes for Kunos cars as much as it does pay mods and cobbled together low quality mods. I run a lap time comparison board for myself on Gunma (Gunsai Togue(aka the togue from best motoring)) on which a Corvette C4 ZR1 is apparently 5 seconds faster than an MP4-12C, 8 seconds faster than a Porsche 911(997) GT3 RS and 12 seconds faster than an Elise 111R. As such making a statement on potentials and limitations of different car types should be taken with a grain of salt. As for your techniques, you are pretty much on the money. Overslowing is an issue that many face at first in momentum cars. It is still slow in fast out, but the balance of slow and fast has to be adjusted depending on the corner, and more importantly on the straight that follows.
