mate either sand blast it or get a needle scaler gun with a compressor. or even just an angle grinder with a flap disc or something. Also for cutting with a grinder you can use holesaws for the rounded corners.

After heating use a sharp spade to remove the epoxy coating. You will have great control.

Use some dark sunglasses the helmet you have is for welding which is a very bright light DO NOT USE THE SUNGLASSES WHEN WELDING THOUGH 😮
