The capsule logoff timer is a warning, its letting you know that this will initiate a capsule logoff timer. Inorder to do any type of a filament you generally need to be away from a structure in space (I think 2000 km away) Ice mining in your map there should be a way of finding a belt, or you can use the agency menu and specify looking for ice belts.
The description meant that you will get the log off timer once you use the filament and the filament also cannot be used near stargates or stations so warp off to any star or planet to use the filament :) also safety should be yellow and if you plan on exploring null sec learn the pochven trick to extract from null quickly ruclips.net/video/F4oq349fyA8/видео.htmlsi=OSXYwLgdEbAV1r0c. Ah okay so it must of been my space station / home being to close that prevented me from using it. Also thanks for explaining the log off notification, I am just clearly stupid!
