Is there a way to pause the camera movement? Let's say I create a track that moves through a building and I want it to stop for a moment along the path
You can stop the movement of the Dolly Cart by assigning it to animation track in the timeline and gradly slowing it down to stop it. Unity has a lot of features for this so I suggest looking at the video below for more detail. ruclips.net/video/q1fkx94vHtg/видео.html
Is it possible from this to have it so that the player holding down mouse click and dragging would rotate along this dolly loop and if no input it just stays in place?
Yes, it is possible to do this. You can use Input.GetMouseButton alongside transform.rotation to move the camera. I will make another tutorial to explain this :)

Make sure in the Looped Section of your Dolly Track you select Looped. If that doesn't work, let me know through Discord at ItsLeon#4371
