theory is a working guess. the observation may be correct but the explanation may be wrong.
The only difference between a good theory and a bad one is its generality and effectiveness. The failings of older theories is their inability to work with increased data and new evidence, so other theories that were less plausible before that evidence could be found. Why would germ theory be more reasonable than miasma before microscopes? Why wouldn't the bodily humors seem reasonable as explanations for internal illnesses if you didn't have clear evidence of the functions of various organs in life?
