Good question. I do think it's important to feel it in cut time (alla breve) rather than in 4. I just checked a few student editions that I own and they do not give metronome mark suggestions. Certainly CPE Bach would not have given a metronome speed suggestion as the metronome wouldn't have yet been in use. I think you should decide on what tempo gives the feeling of a march and is also playable by your student (or you if you are the one studying!)
Mr M - RCM4 says half note = 66-72 (quarter notes 132-144 ). Hope this helps
