Luckily, there's mods that fix that (through dialogue that was already in the game, just not utilized, so you don't have to worry about it sounding terrible)

Plus if the Imperials win the Stormcloaks should be happy because they will allow Talos worship back in the empire because the Thalmor will no longer control the empire. Plus seceding from the empire created by the man you worship is a shitty way to honor him
Wish there were more options for Civil War: 1. United both and fight the Thalmor 2. Fight both Imperial and Stormcloak, taking Skyrim for your own. (similar to Fallout NV Yes Man faction)
I never liked really liked Delphine. You only get involved with her because she wants to use you. I understand Paarthunax isn't perfect but I'm not gonna kill Paarthunax for her. I like that someone made a mod to make HER listen to you if you tell her no.
Chris Swagster It's simple. Just don't kill Paarthunax. You won't be welcome in the Blades Temple anymore, but you'll have your principles. With a specific mod though, you can make it very clear to you that you won't kill Paarthunax and you can make her listen. You basically shout her into submitting to YOUR will, making it clear you will not be the Blades' pawn.
Chris Swagster There is no quest. With the mod, when she tells you to kill Paarthunax, you tell her no and you keep telling her until you make it emphatically clear with the power of the voice the Blades are supposed to serve the dragonborn and they'd best god damn listen. I don't know if it is available for the PS4. You could try looking it up.
I wish that there was a neutrality questline in which the Dragonborn bitchslaps both sides of the conflict and then moves on to create a faction to fight the Thalmor. Or something along those lines.

That would be the best option as you could ally with cyrodill and hammerfell and present a United front to wipe out the thalmor, essentially creating the Empire but better

Al Phuckya I actually read a letter that said the Thalmor are secretly allied with Ulfric. They want him to win cause they’ll be easier to fight than the empire. So in the long run the empire is the better choice

I'm late to this party but I want to see this as a mod. For example- I could be fighting at Fort Amol during the Civil War questline- then suddenly both armies start spinning and chanting randomly before resuming the fight.

@@PaulKMF1 You could argue that if the dragon born hadn't choice a side and wanted peace. The one side that does set up an ambush may become the target of the dragonborn as they are now a hindering factor. I just think both sides realize pleasing the dragon born is worth more the trying to ambush the leaders of the other faction.
I want Bathesda to create a game where the main protagonist can actually work hard to create an army by earning the friendship and loyalty of followers and companions to create a powerful army to take on the foe, and actually feel rewarded. One thing I REALLY despise from Skyrim is even though you are the Legate of the Empire, a commanding officer greets you with the common, "Citizen." or "No lollygaggin." DUDE! I am your BOSS! I should be telling YOU that! Seriously, at least Oblivion feels rewarding. Bathesda has really only gotten worse with the quests for leadership stuff because even though you're the leader, you still get treated like an errand boy. Ugh. That applies for Skyrim and Fallout.
Check out a game called Mount & Blade Warband. The graphics aren't next-gen but it is exactly what you are asking for as has far more options that skyrim. Only catch is it has a bit more of a sand box feel, there isn't really a main quest but a lot of small missions.

@@glowhoo9226 You can learn shouts they've never even imagined of having access to. Bend will, summing dragons, and other abilities only a dovahkiin can use. Not saying the fight wouldn't be epic, but you could stomp them like nothing if you really wanted to
The three options are: 1) Win the Civil War for the Imperials. 2) Win the Civil War for the Stormcloaks. 3) This quest which results in a *temporary* truce which lasts until you defeat Alduin. You can then go and do the Civil War after that if you want.

Balgruuf is a good option, but personally, I'd prefer Jarl Ravencrone, from Morthal. She's wise, tolerant, kind, and she can see the future or something (not sure about that last part, the content of her visions was never really discussed).

Deadly serious if I had my way, I'd get both Ulfric and Tullius in the same room and I'd let them know exactly what was gonna happen. Except that he wouldn't be able to because of this one, small, person hailed as "Dragonborn". Also, he doesn't know the Thu'um that can raise dragons from the dead like Alduin does, so once dead the dragons will stay that way until Alduin returns again. Parthanaax may try his best to rule but he'll always be third best.
The mission right before capturing the dragon in white run is this mission and it’s stupid because no matter what even if your 100% equal in how you divide the provinces both sides leave pissed off
I knew there were options, but pretty much every playthrough I get this since the civil war gets repetitive and is very lacking in my opinion. (Before anyone jumps on me, I fucking love Skyrim and probably have at least 1000 more hours playing than you do.)
Worst part is that the Dragonborn can scale infinitely. Your character is essentially god. That is legitimately the choice they have, obey or die. Your character COULD just lay waste to the sunset isles single handedly, once all quests and dlcs have been completed. You're a living god, they would need heavy artillery to even scratch you, and victory is basically hopeless.
My hypothetical "third option" is: 1) Destroy the Stormcloak rebellion. 2) Hand the Reach over to the native Reachmen, granting them independence while, at the same time, making the Reach a new province of the Empire, and reinstate Madanach as its rightful king. 3) Upon the Imperial victory in the Rift, install Mjoll the Lioness as Jarl and imprison Maven Blackbriar for murder, corruption, and crimes against humanity. 4) Call a Moot of the Jarls who are now loyal to the Dragonborn to elect him/her as the new High King/Queen of Skyrim. 5) Tell Delphine and Esbern to shove their opinions up their ass or else GTFO! They are Blades and they serve the Dragonborn, not the other way around. 6) Recruit new Blades members, but develop a new system where they combine their Blades training with training at High Hrothgar in the Way of the Voice under Paarthurnax and the Grey Beards. Effectively creating an entirely new order. But alas, the game supposedly filled with choices of earth-shattering significance, offered nothing of the sort. Just linear, on-track quests that make no real difference.
DragonLord MC That's fine. But if you support the Stormcloak cause, then you ought also to support the Forsworn cause. They are the natives of the Reach and fighting for their independence, just as the Stormcloaks are fighting for Skyrim's independence from the Empire.

I never understood why they had to swap cities to begin with. Makes no sense at all. Just don't attack Whiterun during this period of time. Why is that so hard and what the hell does it have to do with swapping other cities?
Ulfric wanted Markarth because he had saved that town from Forsworn. As a reward he was promised free worship of Talos there. The Jarl agreed but didn't think the Thalmor would find out (since that promise violates the White-Gold Concordat), but they found out and he had to go back on his word. If they let Ulfric worship there anyway the Thalmor would attack Markarth.

@@dustingideon5719 Because he had trained soldiers and the forsworn are chaotic wild brutes which don't use strategy, and also every single citizen was forced to draw a blade against the forsworn or they would be executed (mentioned in a book). General Tullius is a strategist and probably a military genius and he likely has higher numbers (lore-wise) so he's going to exploit the shit out of the city's strategical advantage. I also didn't hear Ulfric say Tullius is talking shit when he told him he wants the city because he can't conquer it

Step 1: Stormcloaks, because the Empire let's the Thalmor shit all over Skyrim. Step 2: Realize the Thalmor orchestrated and fostered the rebellion to divide the empire. Skyrim was always part of the Empire and the patron of Skyrim was the first Emperor. Step 3: Reunite Skyrim with the Empire, by making peace between the Empire and Stormcloaks and hunting the Thalmor down, dissolving the concordat and driving all traces of the Dominion out of Skyrim.
Yo Mama That's my point. There should have been an option to reunite the empire and take on the Thalmor. Even when I join the Legion, I make it a point to stalk the Thalmor and kill them all.

And now that I think about it, it is not only the HUGE botherness of walking up and down the 7000 Steps Path; in addition, once she reached the village down of the mountain, she still have to come back all the way to the Thalmor embassy, west of Solutide, which even if she take a chariot, it is still fucking far from the village hahaha x)
Given what the Dragonborn is capable of, a "All of you STFU, I'M in charge now" option should be allowed. Also, should you have gone through every other Faction prior to this, the Dragonborn should then be able to threaten both the Imperials and the Stormcloaks with the combined might of Him/Herself, The Companions, The Thieves Guild, The Dark Brotherhood, and the College of Winterhold. The Dragonborn in this game is essentially Talos/Tiber Septim in ability and reputation if you went through all the Factions. If Talos/Tiber Septim could dominate the world, the Dragonborn could easily conquer Skyrim and unite it against the Thalmor.
+NorthernDragon Isn't the dragonborn stronger than Tiber Septim himself? Paarthurnax stated that he has never seen a Nordic hero on par with the three people he taught and on top of that, the dragonborn surpassed these three as well. So, I believe the dragonborn is stronger than Tiber Septim.
There were three characters I think were actually good in this council Arngeir, Esbern and Dovahkiin The player seemed to always have fair decisions to make, Arngeir agreed to having the council at High Hrothgar, which was neutral ground which was much needed, and Esbern was able to get people to actually understand the situation

Giving Markarth to the Stormcloaks is a genius idea for the Empire honestly. Ulfric has spent years seething over the Empire's seizure of the city following the Markarth Incident which lead to his imprisonment. The Reach is a position of personal importance to Ulfric, yet the native Forsworn will hold a much bigger grudge against the Stormcloaks compared to the Empire. Realistically, it would be hard for the Stormcloaks to hold the region without constant Forsworn insurrections. Although the region is rich in minerals, the constant threat of civil unrest amongst the natives is terrible for soldier morale and barely seems worth it compared to the stable, fertile farming region of the Rift. Riften is also right next to Cheydinhal and Bruma, it would just be a short hike through the Jerall Mountains to connect the Imperial forces of Skyrim to Cyrodiil.

The Empire may be bad but they’re still the best bet against the Thalmor, the nords dont see the bigger picture all they see is what infront of them. Blinded by their pride and mighty Talos.
@@skavanagh2778 The Imperials still have more manpower than the Dominion, and with the dominions Daedric artifacts destroyed they would be helpless in another war once the Empire recovers. The civil war prevents that recovery and assures the Dominion will take over the continent. Is Skyrim going to fight off the whole continent alone?

LEROY JENKINS Do not finish nor even start the Civil war Missions before you get to this point. That's how you get this. If you finished the Civil War Mission this part of main-quest never happens. You may still do the Civil War mission, just that some of the quests shall not happen, since a few were meant to take the cities you give.
No. I took over whiterun during alduins wall (esbern dissapeared) and then when i finally found esbern, i went on, but the quest still needs this unless you finished the civil war questline

My Terms as Dragonborn; Grant Skyrim Independence for an allegiance against the Thalmor. Rally Empire, Skyrim and command a Dragon horde (and any one who wants to join) to genocide the Thalmor once and for all. Complete and thoroughly. Honestly why is it not an option to just fight the Thalmor, they're everyone's enemy. And if the war was stalemate/attritional before, then with a demigod Dragonborn and a Dragon fleet, they really don't stand a chance.
because you have to remember that the empire doesn't just exist in skyrim, it also exists in places like cyrodiil. tulius doesn't have the authority without the word of the emperor (who wasn't at the meeting and likely wouldn't have agreed due to the great war that already killed the vast majority of imperial soldoers fighting for the empire)
Because the Empire got their ass handed to them by the Aldmeri Dominion in the last Great War which was 30 years prior to the events of Elder Scrolls 5, and the Empire was still licking it’s wounds But things have changed, with an army of Dragons and all the people of Skyrim united, I’d say they might actually have a better chance at victory, hell I’m pretty sure that the presence of a single dragon in a battle would completely turn the tide in the favour of the Dragonborn

I was working on a mod that would have truly ended the civil war if you completed the dragon arc without ever taking sides in the civil war. You would then get the option to trick Ulfric and Elisif into a political marriage, truly ending the civil war in a tie. The Thalmor would then have invaded on the north coast. I couldn't get the final battle to work, however, and gave up in frustration. That was about 9 years ago...maybe with the updated creation kit I can give it another shot.
My 3rd option is become vampire lord, then upon the last civil war mission simply transform and summon an army of gargoyles, vampires, conjured assisanins and to kill everyone else. Use vampire grip to throw genral tulius and ulfric stormcloak around. If you are given mission failed consider it a sucsess and win for the new vampire high king. Become thane of every city to establish authority eoth guards and switch the gear of every mercinary to build your vampire army with a uniform.
would've been cool if the dlcs gave new options for the civil war storyline, like beating miraak would let you come bring a fleet of dragons, being a vampire lord letting you mind control all factions, or even just being a big landowner giving you some kind of pull with the citizens effectively becoming your own pseudo faction...

I wish if you have read the Thalmor recordings on their imprisonment of Ulfric, you could bring up that Ulfric is somehow being an asset to them. Then figure out the Thalmor’s plans and unite the Stormcloaks and Imperials.
Have you ever tried that? The captions are "best guess" and often very very wrong. Especially in Sci-fi and fantasy related videos. It's often worse than no captions.

There are a large amount of players that played the Civil War questline before advancing the main questline to the point where negotiating the truce is available. So this is alternative for all those people
I love how Bethesda created the two sides. the Imperials are the more power hungry side that controls everything and the Stormcloaks are just trying to be more independent and hate their control. Why wouldn't you pick the Stormcloaks right? Oh yeah, they're a bunch of racist criminals too. Tough decisions but great experience.
Alpha Boss well actually if the storm cloaks won, nobody would really defend skyrim from foreign invasion, and maybe the thalmor, would do to the nords what they did to the imperials. the heavy instability that would be caused if they won the civil war would be devastating.
Ulfric is the power hungry one. Ulfric killed Titus in a duel he knew that titus would lose. They thing about Titus tho, if you talk to one of the stormcloaks who used to be the steward of the emperor, he would tell you that titus held ulfric to such high esteem; since they both fought against the elves in the war, that if ulfric had just asked Titus to secede from the empire, he would have. but ulfric chose to basically state either you duel me and die, or never go to heaven (as is according to Skyrim tradition) for a move to gain power. He could've just asked Titus and have the legitimate ruler of Skyrim lead the rebellion but chose that he wanted the title himself.
This negotiation is one of the reasons I sided with the empire. For the most part, they were the ones who wanted to stay focused on the matter at hand, were calm and collected and reasonable. Ulfric was childish, unwavering in his demands, and every other sentence he uttered was just stroking his own ego. Plus, notice that the Stormcloaks took off as soon as the negotiations ended, while the empire actually stuck around to try to help the Dragonborn come up with a plan to fight the dragons.
I hear this a lot (and I know this is 4 years old.) but just hear me out. Imagine if your religion and lands, brothers and sisters, political and economic autonomy were all taken from you and when your understandably upset and shout from the rooftops for justice, everybody goes “Why can’t you just be rational?” The oppressors are always more willing to be calm and willing to negotiate because ultimately they know they’ll benefit overall when compared to the start.

Chris Swagster It's simple. Just don't kill Paarthunax. You won't be welcome in the Blades Temple anymore, but you'll have your principles. With a specific mod though, you can make it very clear to you that you won't kill Paarthunax and you can make her listen. You basically shout her into submitting to YOUR will, making it clear you will not be the Blades' pawn.

I want Bathesda to create a game where the main protagonist can actually work hard to create an army by earning the friendship and loyalty of followers and companions to create a powerful army to take on the foe, and actually feel rewarded. One thing I REALLY despise from Skyrim is even though you are the Legate of the Empire, a commanding officer greets you with the common, "Citizen." or "No lollygaggin." DUDE! I am your BOSS! I should be telling YOU that! Seriously, at least Oblivion feels rewarding. Bathesda has really only gotten worse with the quests for leadership stuff because even though you're the leader, you still get treated like an errand boy. Ugh. That applies for Skyrim and Fallout.
Check out a game called Mount & Blade Warband.
The graphics aren't next-gen but it is exactly what you are asking for as has far more options that skyrim. Only catch is it has a bit more of a sand box feel, there isn't really a main quest but a lot of small missions.

You can learn shouts they've never even imagined of having access to. Bend will, summing dragons, and other abilities only a dovahkiin can use.

The three options are:
1) Win the Civil War for the Imperials.
2) Win the Civil War for the Stormcloaks.
3) This quest which results in a *temporary* truce which lasts until you defeat Alduin. You can then go and do the Civil War after that if you want.

Balgruuf is a good option, but personally, I'd prefer Jarl Ravencrone, from Morthal. She's wise, tolerant, kind, and she can see the future or something (not sure about that last part, the content of her visions was never really discussed).
I would go with Jarl Brunwulf Free-Winter of Imperial Windhelm. He's tolerant, a strategist, and is accepting of all races of the Empire.

ROSSONERI 108 dont do the faction quests before doing the main questline.
I knew there were options, but pretty much every playthrough I get this since the civil war gets repetitive and is very lacking in my opinion.
(Before anyone jumps on me, I fucking love Skyrim and probably have at least 1000 more hours playing than you do.)
I didn't even know this 3rd option existed. Holy shit, I was going back and forth between Imperials and stormcloaks in my playthroughs.

Worst part is that the Dragonborn can scale infinitely. Your character is essentially god. That is legitimately the choice they have, obey or die. Your character COULD just lay waste to the sunset isles single handedly, once all quests and dlcs have been completed. You're a living god, they would need heavy artillery to even scratch you, and victory is basically hopeless.
"I can speedrun wiping out all 9 holds. You guy's wanna continue fighting?"
My hypothetical "third option" is:
1) Destroy the Stormcloak rebellion.
2) Hand the Reach over to the native Reachmen, granting them independence while, at the same time, making the Reach a new province of the Empire, and reinstate Madanach as its rightful king.
3) Upon the Imperial victory in the Rift, install Mjoll the Lioness as Jarl and imprison Maven Blackbriar for murder, corruption, and crimes against humanity.
4) Call a Moot of the Jarls who are now loyal to the Dragonborn to elect him/her as the new High King/Queen of Skyrim.
5) Tell Delphine and Esbern to shove their opinions up their ass or else GTFO! They are Blades and they serve the Dragonborn, not the other way around.
6) Recruit new Blades members, but develop a new system where they combine their Blades training with training at High Hrothgar in the Way of the Voice under Paarthurnax and the Grey Beards. Effectively creating an entirely new order.
But alas, the game supposedly filled with choices of earth-shattering significance, offered nothing of the sort. Just linear, on-track quests that make no real difference.

I never understood why they had to swap cities to begin with. Makes no sense at all. Just don't attack Whiterun during this period of time. Why is that so hard and what the hell does it have to do with swapping other cities?
Ulfric wanted Markarth because he had saved that town from Forsworn. As a reward he was promised free worship of Talos there. The Jarl agreed but didn't think the Thalmor would find out (since that promise violates the White-Gold Concordat), but they found out and he had to go back on his word. If they let Ulfric worship there anyway the Thalmor would attack Markarth.

General Tullius is a strategist and probably a military genius and he likely has higher numbers (lore-wise) so he's going to exploit the shit out of the city's strategical advantage. I also didn't hear Ulfric say Tullius is talking shit when he told him he wants the city because he can't conquer it

Step 2: Realize the Thalmor orchestrated and fostered the rebellion to divide the empire.
Skyrim was always part of the Empire and the patron of Skyrim was the first Emperor.
Step 3: Reunite Skyrim with the Empire, by making peace between the Empire and Stormcloaks and hunting the Thalmor down, dissolving the concordat and driving all traces of the Dominion out of Skyrim.
No there isn't sadly... The best option is STILL the Stormcloaks.

Given what the Dragonborn is capable of, a "All of you STFU, I'M in charge now" option should be allowed.
Also, should you have gone through every other Faction prior to this, the Dragonborn should then be able to threaten both the Imperials and the Stormcloaks with the combined might of Him/Herself, The Companions, The Thieves Guild, The Dark Brotherhood, and the College of Winterhold. The Dragonborn in this game is essentially Talos/Tiber Septim in ability and reputation if you went through all the Factions. If Talos/Tiber Septim could dominate the world, the Dragonborn could easily conquer Skyrim and unite it against the Thalmor.

Arngeir, Esbern and Dovahkiin
The player seemed to always have fair decisions to make, Arngeir agreed to having the council at High Hrothgar, which was neutral ground which was much needed, and Esbern was able to get people to actually understand the situation

Giving Markarth to the Stormcloaks is a genius idea for the Empire honestly. Ulfric has spent years seething over the Empire's seizure of the city following the Markarth Incident which lead to his imprisonment. The Reach is a position of personal importance to Ulfric, yet the native Forsworn will hold a much bigger grudge against the Stormcloaks compared to the Empire. Realistically, it would be hard for the Stormcloaks to hold the region without constant Forsworn insurrections. Although the region is rich in minerals, the constant threat of civil unrest amongst the natives is terrible for soldier morale and barely seems worth it compared to the stable, fertile farming region of the Rift. Riften is also right next to Cheydinhal and Bruma, it would just be a short hike through the Jerall Mountains to connect the Imperial forces of Skyrim to Cyrodiil.
Late, really late, but also Markarth is then surrounded by Imperial territory, making the reconquest all that easier.
I did not kill Parthuunax, I spared him while maintaining command of the Blades. I used the strength of the Thuum to force them to comply

The Empire may be bad but they’re still the best bet against the Thalmor, the nords dont see the bigger picture all they see is what infront of them. Blinded by their pride and mighty Talos.

The civil war prevents that recovery and assures the Dominion will take over the continent.

LEROY JENKINS Do not finish nor even start the Civil war Missions before you get to this point. That's how you get this. If you finished the Civil War Mission this part of main-quest never happens. You may still do the Civil War mission, just that some of the quests shall not happen, since a few were meant to take the cities you give.
If you finish the civil war first before you get to this part then this won't happen
No. I took over whiterun during alduins wall (esbern dissapeared) and then when i finally found esbern, i went on, but the quest still needs this unless you finished the civil war questline

Grant Skyrim Independence for an allegiance against the Thalmor.
Rally Empire, Skyrim and command a Dragon horde (and any one who wants to join) to genocide the Thalmor once and for all. Complete and thoroughly.
Honestly why is it not an option to just fight the Thalmor, they're everyone's enemy. And if the war was stalemate/attritional before, then with a demigod Dragonborn and a Dragon fleet, they really don't stand a chance.
because you have to remember that the empire doesn't just exist in skyrim, it also exists in places like cyrodiil. tulius doesn't have the authority without the word of the emperor (who wasn't at the meeting and likely wouldn't have agreed due to the great war that already killed the vast majority of imperial soldoers fighting for the empire)
Because the Empire fought a war against the Thalmor and barely survived, they doubt they can win another war without a longer recovery period.
Because the Empire got their ass handed to them by the Aldmeri Dominion in the last Great War which was 30 years prior to the events of Elder Scrolls 5, and the Empire was still licking it’s wounds
But things have changed, with an army of Dragons and all the people of Skyrim united, I’d say they might actually have a better chance at victory, hell I’m pretty sure that the presence of a single dragon in a battle would completely turn the tide in the favour of the Dragonborn

Noir Renard yes. after you can paarthurnax you can bring delphine 3 followers to become blades. after that you just kill dragons with the blades.. as someone who hates followers(becase they get in my way) i've never done any dragon hunts with them

I was working on a mod that would have truly ended the civil war if you completed the dragon arc without ever taking sides in the civil war. You would then get the option to trick Ulfric and Elisif into a political marriage, truly ending the civil war in a tie. The Thalmor would then have invaded on the north coast.
I couldn't get the final battle to work, however, and gave up in frustration. That was about 9 years ago...maybe with the updated creation kit I can give it another shot.

My 3rd option is become vampire lord, then upon the last civil war mission simply transform and summon an army of gargoyles, vampires, conjured assisanins and to kill everyone else. Use vampire grip to throw genral tulius and ulfric stormcloak around. If you are given mission failed consider it a sucsess and win for the new vampire high king. Become thane of every city to establish authority eoth guards and switch the gear of every mercinary to build your vampire army with a uniform.
Become a vampire, then complete the dark brotherhood quests, then finish the civil war, before the main quests with the grey beards.
would've been cool if the dlcs gave new options for the civil war storyline, like beating miraak would let you come bring a fleet of dragons, being a vampire lord letting you mind control all factions, or even just being a big landowner giving you some kind of pull with the citizens effectively becoming your own pseudo faction...

If u read one of the books in game (don't remember what the name was or if it was even a book) it explains the Jarl Ulfric did not "murder" the high king, he challenged him for the position of High King (fuck I'm a nerd)

I wish if you have read the Thalmor recordings on their imprisonment of Ulfric, you could bring up that Ulfric is somehow being an asset to them. Then figure out the Thalmor’s plans and unite the Stormcloaks and Imperials.

There are a large amount of players that played the Civil War questline before advancing the main questline to the point where negotiating the truce is available. So this is alternative for all those people
I love how Bethesda created the two sides. the Imperials are the more power hungry side that controls everything and the Stormcloaks are just trying to be more independent and hate their control. Alpha Boss well actually if the storm cloaks won, nobody would really defend skyrim from foreign invasion, and maybe the thalmor, would do to the nords what they did to the imperials. the heavy instability that would be caused if they won the civil war would be devastating.

Ulfric is the power hungry one. Ulfric killed Titus in a duel he knew that titus would lose. They thing about Titus tho, if you talk to one of the stormcloaks who used to be the steward of the emperor, he would tell you that titus held ulfric to such high esteem; since they both fought against the elves in the war, that if ulfric had just asked Titus to secede from the empire, he would have. but ulfric chose to basically state either you duel me and die, or never go to heaven (as is according to Skyrim tradition) for a move to gain power. He could've just asked Titus and have the legitimate ruler of Skyrim lead the rebellion but chose that he wanted the title himself.
Titus is the emperor. You thinking of Torygg who was the high king.
This negotiation is one of the reasons I sided with the empire. For the most part, they were the ones who wanted to stay focused on the matter at hand, were calm and collected and reasonable. Ulfric was childish, unwavering in his demands, and every other sentence he uttered was just stroking his own ego. Plus, notice that the Stormcloaks took off as soon as the negotiations ended, while the empire actually stuck around to try to help the Dragonborn come up with a plan to fight the dragons.
I hear this a lot (and I know this is 4 years old.) but just hear me out. Imagine if your religion and lands, brothers and sisters, political and economic autonomy were all taken from you and when your understandably upset and shout from the rooftops for justice, everybody goes “Why can’t you just be rational?” The oppressors are always more willing to be calm and willing to negotiate because ultimately they know they’ll benefit overall when compared to the start.
