To be fair, polygamy is common among Asuran nobles (like the Greyrat families). The problem was that Zenith told Paul to promise her he wouldn't chase after other women, as her religion (Millis faith) is strictly against polygamy, and he broke that promise.
Check out season 1 Episode 13 the 9 min mark. Its a prophecy at this point.

He has 0 idea she’s attracted to him, he idolizes her views her as his savior because she was able to get him to go outside when he was 2 years old and still traumatized.

If Rudy hadn't gone, an adventurer would've helped the merchant, and the merchant would have gifted him some wares. Amongst them, it was a copy of the labyrinth book. Geese would have met him in the guild a few hours later, then he would've helped in the rescue, and Roxy would be saved alongside Zenith. Roxy would end up with that adventurer conquering dungeons left and right. His regret of not going would have been other things.

It's funny how it's Roxy who's the one being flirty and "active" right now. Since we're used to Rudy usually being the instigator when it comes to pervy and/or romantic stuff, it makes for a cute juxtaposition from what we're used to.
Well it's been like that since Eris left.
Other than Rudeus going creepo mode as a kid or having some fun with his wife, he's actually rather passive when it comes to pursuing relationships. Getting his ass kicked repeatedly by Eris and the trauma from her leaving would give a clear disconnect for his behavior in a relationship vs not being in a relationship.
After his promise with Eris, he limited his shenanigans (and couldn't get much past Ruijerd), and she threw herself on him in the end. Rudeus' adherence to the promise was so strong that before getting home, she'd become concerned he didn't find her attractive.
Sara was the one who set the beats of their date and was the one to invite him to bed. When he was taking the lead, he was non-functional.
Sylphie was the one who saught Rudeus' company as Fitz and she significantly softened her demeanour in his presence, letting her femininity slip past her mask. By the time he found out she was a woman, he had already concluded he can't see "him" as anything but a woman and had fallen in love.
Now that he's married to Sylphie, he spares no effort in being lovey-dovey with her.
And now Roxy is pinging him and obviously flirting with him, and he's absolutely receptive to everything she throws his way. Problem is, he's just so excited to be near her that he doesn't see she's romantically interested in him.
For him, it might be that he subconsciously "allows" himself the active role only when he's in an established relationship. Otherwise it doesn't even factor in.

Rudeus reverting back to his 5yo self around her is on the money. He's just so excited that he's essentially a puppy in her presence. And he doesn't understand she's continually flriting with him, and she sees him as being absolutely receptive to everything she throws his way.
Rudeus doesn't even see the parallels between their shopping trip and his date with Sara...
Everyone sees how smitten she is with him, but they can't bear breaking the news to her. Either they don't want to mess with party morale or they kinda just forget to tell her.
Paul's sword speech is warranted, as the predominant culture allows polygamy, and he himself is a bigamist. He'd expected Rudeus to marry two girls before TP1 came about (Sylphie and Eris), so seeing Roxy getting so close to him while he's married to Sylphie doesn't strike as odd to him at all. He just understands the situation needs a bit of a delicate hand. He already likes Roxy and has a debt of gratitude toward her, so I'd think he would be delighted to have her as a daughter-in-law.
If Roxy would learn on the mission that Rudeus is already taken or if the possibility of Rudeus only ever having one wife is brought up, it'd break Roxy's heart. Nobody wants that to happen on the mission, and neither Paul or Elinalise would like that to happen at all.
Yes, the problem is that Rudeus was never 5 years old, so the truth is that it is even strange.

3:33 in the anime he still has the baby face but in the LN he looks older and is almost as tall as Paul. Also take into consideration that last time Roxy saw him he was 5, it's been 11 years 💀 even if you somehow in a world without cameras you remember exactly how someone looked at 5 it will be hard to recognize the same person as an adult, especially when you've been in a labyrinth for a month barely surviving by eating monsters and using detoxification magic and almost passing out from lack of mana.

Wealth wasn't an issue.
Elinalise'd been evaluating men to alleviate her boredom in one town. Roxy first thought she'd spotted a bounty, and then the elf started telling her what kind of details in a man reveal what traits. Then Elinalise asked what Roxy's type was. Then teased the girl for taking the fantasy all the way until marriage.

(Story prediction and thoughts) i am anime only for right now but going to read the manga soon, I think he was supposed to screw the cat girl to give birth to another baby and Slyphie wouldve trusted him or something or it wouldve ended but for a reason. (Which personally i think slyphie is the only one to not be a part of the harem because i think shes gonna be with that princess girl) But since he left her and went against the man god its possible that he now has to have a baby with Roxy so there is gonna be something that happens to Rudy making him think they are dead or Slyphie moves on, thats the only way i see him getting together with Roxy without making him like his father but who knows Roxy could try to seduce him and we could get another character arc of him going through the grief of going through with it
That's an interesting theory... On the manga part, technically the anime is ahead, the only thing that manga itself has that the anime doesn't at the moment is a collection of chapters which deals with what's going on with eris
With the manga, the main manga plays fast and loose with some parts of the source material and it skips the Depressed Magician arc entirely (though it gives a bonus chapter recap of the events). The manga has only reached the point where they enter the labyrinth as well.
As for side manga...
DO NOT start reading the Roxy manga before this cour concludes. It's told in flashback, with the "present day" being in early LN vol 13/anime season 3 territory. The very first page of the first chapter already gives away story details as to what is to come in the anime.
The Depressed Magician is the titular arc as a separate series. A very good adaptation, IMO, and the art's nice.
Eris Gaiden has parts to it that are of questionable canon status, but it's a nice companion read to the main storyline.
Anthologies are largely untranslated, but they're small story snippets about Sylphie, Eris, and Roxy.
4koma is a pure comedy take on season 1 cour 1.
If you want to read the source material, there's the light novel series. If you don't want to fork out 400+ for the series in total, there's also the web novels.
