In Singapore, some cooking techniques contravene with the concept of wok hei such as adding water to char kuey teow. The popular claypot kungpow frogleg to go with porridge also doesn't have wok hei as it is drenched in too much gravy.
Mr Hong, Don't take it to personally, but your Char Kuey Teow doesn't looked like Char Kuey Teow from Penang. Keep trying. You might want to see the real hawker's ingredients, I don't think they used chili powder, try using fresh ground up chili.
