"One day, the kingdom of the peaceful Mushroom People was invaded by Koopa, a tribe of turtles famous for their black magic. The calm and peaceful Mushroom People were turned into stones, bricks, and even bushes, and the Mushroom Kingdom decayed." You say that overlooking every game and their copies now are packed so full of lore that reading it in a booklet is now considered spoilers. Even a "post apocalyptic" game of golf is full of lore to a game we won't actually see. And back then it seems like those who made the booklets had no full knowledge about the game so made stuff up. Like giving more lore to original doom series on one page than was in both first 2 games put together, and there was 30+ pages. But the programmers said a game doesn't need a story. So those 30+ pages were not in line with the actual game dev story for the game
Nintendo stated that the blocks the Toads were transformed are just the one with stuff in it. And... believable: think about, beside the power-up being a "way" for the fallen Toads to help Mario in his quest, the idea that the coins replenish health or gives extra life could mean they are like souls... Also, in all the games set in the past there are no brick blocks.... just saying...
I like this idea. Even though the Toads are helpless against Bowser, they can still give Mario (or Luigi) assistance as a Question Mark Block. I just hope they get turned back into Toads after Bowser is defeated! 😅

This is one of the best jokes in the original game. But to be completely honest for a moment, the same manual later says that the people turned into bricks are those who give you some reward and that they are grateful to have been found. The bricks you break are just normal bricks.
It also looks as if the power-ups are the actual mushroom people (which doesn't make sense for the flower and star but whatever), as the manual describes them as "Mario's friends". So unlike modern interpretation of the power-ups being mere objects and consumed, in the original game they simply gift Mario their power by touching him, like Kami fusing with Piccolo.

The ones you can destroy are not the former mushroom people. They were only the ones you cant break. The bricks are no longer mushroom people after the first game, it seems. Since you can turn all bricks to coins in some games
I remember reading that booklet when I was five and the game just came out. Any time I broke a brick I got upset, but I never considered hitting the question blocks as killing the people because they still existed as a stone. I took it that they were were either stones that was given magic, or that those stones were of powerful people(or those who practice "white" magic) who were able to give out a gift because of what they were before.

About the Mario killing the Mushroom citizens who were turned into blocks. This is a myth that comes from people who don't read the full manual. The Manual ITSELF states that only the Powerup Blocks and Coin Blocks and only in this game specifically, are mushroom citizenry. It actually states that the powerups and coins are the Toads REWARDING you for finding them. Basically only the Indestructible blocks, in this game specifically, are citizens. As after Peach is rescued, she undoes the black magic and they revert back to normal. Also, as for the Maybe part. The whole blocks as citizens thing was not included in the original Japanese version of the Manual, simply stating Mario to be the hero. Its inclusion in the English version is because this was the first game in the series, and it was an attempt to build tension. A lot of games back then did stuff like this, like the older Megaman English-only manual saying he’s from “Monsteropolis” or Blaster Master 1’s English story being about saving a pet frog instead of stopping an alien named Goez. "Maybe Mario is the Hero of the story." As in, he MAY win and be the hero of the story.
