"te quiero" actually doesn't mean "I love you" to a spanish speaker, its just that there is no good translation in english, "te quiero" is a lesser version of "te amo" (which does mean I love you), you can say "te quiero" to someone you want, like, or care for, but doesn't mean you have strong feelings for that person.
