I just go straight to High Pass Filter or Low Pass Filter - just adjust it to your liking, and you get decent results: the more you increase the High Pass Filter, the more tinny/metalic it will sound; the more you decrease the Low Pass Filter, the more muffled it will sound.

Good effect, close to a really good telephone EQ from Audible.

You should also resample to 8000hz - Tracks > Resample... Doing this makes the S and F sound harder to distinguish, which is typical of an old phone call sound.

Is there also a way to do it backwards? Like removing the phone effect from an audio file?

Not quite what I was looking for. I wasn't necessarily looking for the telephone effect, but how to create whatever similar effect that happens in Portal 1 when GLaDOS does her behind the scenes and escape quotes (for example: "You're not a good person. You know that, right?" If there isn't a video on this can you make one, or if it's a bit of what you're doing tell me in the comments please? Thanks.

There is no "Telephone" equalization curve in my older installation of Audacity. If you cannot or do not want to install the latest version of Audacity, you can create your own in the Equalization effect dialog, mimicking the curve briefly shown on the screen, or you can obtain the latest installer package, unarchive it, and extract the appropriate XML file to import into your Audacity installation. I created the following "Telephone2.xml" file with a text editor:

It's a copy and paste description line from all my other videos, makes it easier to write out descriptions and makes it more consistent.
