The greater the sensor the better for low light. A compact camera with a big sensor (like the Sony Rx100 series with a 1'' sensor or the Ricoh Gr and Fuji X100 with even APS-c) will beat any phone with a mini sensor. Also, these are no "point and shoot" cameras but compact cameras with all the controls needed for photographing deliberately.
