Use a fishing line to get it off.

Yes, after several years I was able to peel my dash pad off and a little goo-gone cleaned up any residue. No damage to the dash. The pad is not reusable though.

If I have a leather dash, will it ruin it?

I wouldn't chance putting a high bond adhesive on a leather dash, but that's just me.

Correct - the holder stays completely out of the way of the camera. Shot several test videos driving around with the phone in the holder and it works well.
