You mentioned that we should create one keyword per campaign for our ranking keywords. If we do this, do we need turn off the existing keyword from an existing campaign? (i.e. if this keyword is already in a phrase or another exact campaign)
No, you shouldn't turn off the existing KW from another campaign. Once the ranking campaign for the KW goes out of budget, the other campaign will be there as the backup.
