One of my favorite comic book Superman moments back in the 80's was Supergirl got knocked unconscious by Mongol and hurled into space at great speed and out of sight. Superman clobbers Mongol in anger for hurting his cousin, pauses to gaze up after her trail as she is already past his vision limits and they show him instantly calculating the trajectory and speed mentally (with little angles and numbers in his thought bubble. Neat!) then flying off at increasingly greater speed to go catch her. To me, Superman is not a philosophic genius as much as a tactical genius.

For a show aired on network television, on a fraction of the budget shows are made with nowadays, and for being 20 years old? This was some of the best CG in any show on TV at the time.
All it has to do is convey to the viewer what's going on, and it did its job. If you want ACTUALLY bad CG in a TV show, look at The Flash. Grodd looks awful in that. I have seen seasons of Power Rangers with better CG than that entire show.

The water thing WAS really smart. Even the flash would have trouble phasing through water like that. Simply because water isn't like a solid, you'd have to continually phase through all the water over and over and over again rather than just one time. And for someone new to their powers, that would NOT be an easy thing to do. Smallville was an AMAZING TV series that I STILL go back and watch to this day.

For a TV Show budget at that time it was pretty much industry standard.
Of course you can't compare it to modern 3D animation programs or Game Engines.
The fire balls improved over time, especially realistic smoke physics and realistic water simulation is still even by todays standards one of the hardest things to do realistically. For the time the water actually looks great.
