Tons might be overstating it for the state as a whole, but in and around Charleston there are significant concentrations of Blacks in particular areas with a population of about 15%. Nontheless, violent crime rates in the Charleston area are less than in the state of West Virginia as a whole.

I think Tony usually blurted out homophobic and racist remarks as part of his depression and bitterness. I think part of him always wants something to dislike or to be miserable about.
