Hi as described by aci and nscp,reinf ratio is the area of the concrete where curvature can be found. Approximately it is bd, and b os described by aci and nscp as the region of the width of concrete where compression was found so most likely at the location of NA. The area of the effective concrete under compression you are saying is different from the area of concrete for reinf ratio. Do not be misguided. Cheers.
Also i notice you have a wrong equation using bd -(0.5*........) to better understand draw the stress block and identify the proper rwuation either for area of the efrective conc for C=T and area of concrete for reinf ratio :)
Notch wont affect the curvature of the section as it pkays a role function to the location of the steel tension reinf :) dont forget it is named as reinf ratio for tension, not for comp conc :) hope things are now clear to you.
The best reference wpuld be a t beam. Aci states a t-beam as rectangulat and t -beam as flanged section has the same way of computing reinf ratio, as/bd where b depends on the location of the NA, b=be or b=bw respectively :)

Sir, why is the Steel Ratio still ρ =As/bd, when there is a notch?
Shouldn't it be:
ρ = As/Ac
ρ = 500π/(bd-.5*(50+100)*50)?
