I don't know who wrote this, probably Robertson. Maybe his biological father, Alexander Klegerman was from The South and he derived some historical culture from him; I don't know. The mood of the song is derivitive of Southern aristocrat culture, which unfortunately is interwoven with slavery. Robertson's music with The Band reminds me of the Jews who perform Wagner's music despite Wagner being a rabid anti-semite. Robertson was able to use the best of Southern pre war culture without promoting it. I suppose that instrumentals can say whatever the performer wants them to say.
